José Valim 12c8564a26 Update CHANGELOG after clean up on the operators table 
by making it sane and clean in case we want to add
custom operators in the future.

The operator table with suggestions of extension points
(not yet implemented) can be found in the elixir_parser.yrl
file.

The only backwards incompatible change is the precedence
of the operators used by the Bitwise module.

vanstee f2d9e802cd Include description and improve formatting 
Switching from `AssertionError` to `ExpectationError` gives us a nicer
error message and allows us to easily include the incorrect result as a
description.

Fixes #1276

If the asserted statement evaluates to false, show the unevaluated
statement in the assertion error output message for more context about
the failure. Refute also now follows similar semantics.

Tom Janssens 00299fe7cb Removed "*.ex/file" parameter checking from elixir.bat 
If it now finds an unknown parameter, it assumes all paremeters are parsed
and just passes all the rest to the elixir script.

Tom Janssens aedc78536f Fix the rebar wrapper on windows 
System.find_executable for rebar returns a rebar.cmd file, which should not
be wrapped by escript. We now have an extra check that verifies whether the
invoked file is indeed a cmd file.
