Switch iOS to use Opus float32 audio, in line with other clients. It was already being sent from the server as float32, so this is simply decoding it with less loss of dynamic range.
Give FrameQueue a faster data structure and full test coverage. Remove pts frame pacing, it's not a fit for iOS.

- disable gyro mode selector when it's unable to perform in-stream hot switch
- make osc enabled when gyroMode is not off
- make it unable to set oscEnabled to false in streaming, to ensure gyro hot switch keeps working.
This fixes 7.1 playback. Before this commit, SDL used 7.1 front audio configuration with Center Left and Center Right speakers, but without Rear speakers.
