James Fish bb5e6f65f5 Introduce elixir_config to store internal state
Adds ETS table that can only be updated by the gen_server elixir_config,
which means that reads are async and writes are sync.

Stores:
* URI scheme/ports
* Compiler options
* argv
* System.at_exit funs
