Alexei Sholik ed14ce4bc8 Add --dot-iex command line option to IEx 
It allows one to override the standard locations where .iex is searched
and also makes it possible to disable .iex loading completely.

contains some limitations. We are removing it for now
since it was not officially released yet.

José Valim 6589d17527 Deprecate Enum.at! and Dict.get! in favor of Enum.fetch! and Dict.fetch! 
Previously, `Dict.get!` had a different API than `Dict.get` as
it didn't allow a default argument. Furthermore, having `Dict.fetch`
returning a tuple and `Dict.fetch!` returning an error is more
inline to the bang functions existent in the File module.
