Tom Janssens 00299fe7cb Removed "*.ex/file" parameter checking from elixir.bat 
If it now finds an unknown parameter, it assumes all paremeters are parsed
and just passes all the rest to the elixir script.

José Valim 5115256853 Use proper path separator in msys 
For now, we are only checking the path on msys but
we may need to check it for cygwin too.

Thanks to @ToJans for providing guidance and debug
information to sort this issue out.

Tom Janssens da898e1ac9 elixir.bat only worked from the bin folder 
Apparently, when shifting parameters, the %~dp0 is not preserved, 
so it needs to keep this value. This will fix things like iex on Windows, which just crashed with the previous version.

Tom Janssens 8ece000489 Added parameter validation in the elixir.bat file 
The batch file now allows both erlang and elixir commands before the ".ex" file; if any unknown parameter is passed before the ".ex file", an error is thrown.

It allows one to override the standard locations where .iex is searched
and also makes it possible to disable .iex loading completely.

José Valim aa9c93305e Provide iex -S mix instead of mix iex 
In order for iex to work reliably, we need it to pass special
parameters to the Erlang VM. Therefore, it cannot be started
via a regular Elixir script, as in `mix iex`.

Therefore, we need to use `iex -S mix` which first boots iex
and then run the given mix commands.
