The correct behavior is:

> [] in [1,2,3] == false

However, recently introduced bug made this work like this:

> [] in [1,2,3] == true

José Valim b432e19149 Actually provide an implementation for erlang proxied functions 
This makes three things possible:

1) @spec declarations are actually available in the Builtin module

2) Dynamic dispatch to Elixir.Builtin works as expected

3) At compilation time, the functions that are not dispatched
   are still proxied to avoid an extra dispatch
