José Valim e1eecb8ca6 Move path loading and IEx booting to Elixir (#12375) 
This gives us more control to cache paths
and over boot compared to relying on scripts.

This also makes it easier for someone to provide
alternatives to IEx.

José Valim fdba441757 Revamp Elixir CLI (#8595) 
This commit adds 6 new options to elixir CLI to aid releases:

  * `--pipe-to PIPEDIR LOGDIR` - invokes run_erl with daemon pipe and logs (only on Unix-like systems)

  * `--rpc-eval NODE COMMAND` - evaluates the given expression on the given node

  * `--boot FILE`, `--boot-var VAR VALUE`, `--erl-config FILE` and `--vm-args FILE` - which are equivalent to Erlang's `-boot`, `-boot_var`, `-config` and `-args_file`

We have also rewritten the CLI to only pass Elixir options to Kernel.CLI.

José Valim 2a35074ee4 Do not start oldshell alongside IEx, closes #5730 
Prior to this patch, both oldshell and IEx would start,
which would make them compete for the standard io. This
could be deterministically triggered by pasting input
with multiple lines on the terminal.

This commit guarantees the oldshell is no longer started.

Alexei Sholik ed14ce4bc8 Add --dot-iex command line option to IEx 
It allows one to override the standard locations where .iex is searched
and also makes it possible to disable .iex loading completely.
